City Law Director Garry Hunter Monday night assessed 20 conditions Athens City Council had attached to its projected approval of the proposed retirement center on Stimson Avenue.
Meanwhile, council heard from Ohio University Legal Affairs Director John Burns that the university will not be in a position to finalize a lease with project developer National Church Residences (NCR) of Columbus for at least a few months.
OU, like council, is trying to learn as much as it can about the project before signing on the dotted line the lease it's negotiating with NCR, and it must coordinate any formal signing with the Ohio Department of Administrative Services and the OU Board of Trustees.
City officials were conferring at a city planning and development committee meeting to craft a draft ordinance that could approve the retirement center project. NCR, a Columbus non-profit developer of more than 200 retirement complexes, is working with a committee of Athens residents and Ohio University to enhance retirement housing options in the city via the center, but some city residents and council members remain unconvinced the site - now an open soccer field next to the Hocking River - is a wise place for that land use. Some have said they've been frustrated by the time it has taking to get detailed information on the project.
