WESTBROOK — The operators of Springbrook Nursing Care Center want to build a retirement community between Spring and Stroudwater streets, next to their existing facility. The project, called Stroudwater Village Crossing, would include an apartment building with 80 assisted-living units and as many as 90 cottages. It would be built on 12 acres that Sandy River Health System already owns and 53 acres now owned by the Animal Refuge League.
The development would need a zoning change for the Animal Refuge League property. The current rural zoning allows only about one unit per acre.
City Councilor Drew Gattine questioned the wisdom of changing the rural zoning that was adopted within the past couple of years.
