The Courier News - Elgin,IL,USA June 22, 2009 By DAVE GATHMAN HAMPSHIRE -- When developer Arthur Zwemke and Village Administrator Eric Palm were unable to reach an agreement over money involved in the proposed Hampshire Grove active-adult development, Zwemke and Palm took the issue to a higher power: They went before the village board with their disagreements on Thursday. And Zwemke, a partner in the Robert Arthur Land Co., left that meeting with a tentative compromise on the figures. This may clear the way for the property to be annexed to the village and for construction to begin as soon as the economy improves.
