It will standardize care options regardless of location so that an older person does not pay more for services because of where they live, and may be paid for using an estate tax, government funding or some combination of the two, according to the news provider.

Many charities support the expanded access to a care system that would provide similar standards of services to all pensioners, but worry about the thresholds of need that may be required in order for older people to gain access, according to CommunityCare.

"This cannot simply be confined to people with high support needs – social care services are key to the independence and dignity of disabled people with lower-level needs," John Sparkes, chief executive of disabilities charity Scope, said, according to the article.
