Each state licensing agency has its own definition of the term it uses to describe assisted living. A retirement home is a multi-residence housing facility intended for senior citizens. Assisted living is a philosophy of care and services promoting independence and dignity. Nursing Home residents include the elderly and younger adults with physical or mental disabilities. Assisted Living communities are regulated and licensed at the US state level. A place in a retirement home can be paid for on a rental basis, like an apartment, or can be bought in perpetuity on the same basis as a condominium. A nursing home is normally the highest level of care for older adults outside of a hospital. Some facilities provide minor help with medications as well.
